What's on Auckland's Planning Agenda

Every now and then I like to peruse Auckland Council’s Planning Committee agendas to see what Council is up to. 

Actually, “like” is probably a tad strong, but sometimes it’s interesting, and it’s a way of reducing the risk of unpleasant surprises. 

Anyway, the list below is almost certainly not complete – it's just what I’ve managed to glean from recent committee agendas, so if an issue hasn’t appeared on an agenda recently, or has been a confidential item, you won’t find it here. Council’s timing is also subject to change.

NPS-UD Plan Change

Plan change to implement the National Policy Statement on Urban Development (see our articles on the significant changes required under the NPS-UD here, here, here and here and here).  Next report to the Planning Committee due on 4 August 2022.  Plan change to be notified by 20 August 2022.

NPS-UD Related Plan Changes

“Companion” plan changes relating to the Regional Policy Statement; historic heritage; residential zone provisions (see our earlier article on these); various transport matters (see our earlier article on these matters); and variations to a number of private plan changes to incorporate the MDRS.  These are expected to be notified by 20 August 2022 as well.

Rainwater Tanks Plan Change

Plan change to require the installation of rainwater tanks in certain situations.  Next report to the Planning Committee due in August 2020.

Sites of Significance to Mana Whenua Plan Change

Plan change to schedule additional sites of significance to mana whenua in the Unitary Plan.  Next report to Planning Committee “mid-2022”.

Coastal Hazard Maps Plan Change

Plan change to update the Unitary Plan definition of “coastal erosion hazard area” with a reference to new coastal erosion maps and to remove the coastal storm inundation map from the plan.  No date for next report to Planning Committee but sounds imminent.

Freshwater Management Plan Change

Plan change(s) to implement the NPS Freshwater Management.  Plan change(s) must be notified before the end of 2024.


Wynyard Point Precinct Plan

Plan change to replace the existing Wynyard Point Precinct Plan.  No date for next report to Planning Committee but sounds imminent.

Onehunga Wharf Precinct Plan

Plan change to introduce a Precinct Plan to guide regeneration of the Onehunga wharf area.  No date for next report to Planning Committee.

Affordable Housing

Options for promoting affordable housing.  Next report to the Planning Committee due in August 2022. 

Area Plans

These are non-statutory documents which provide a framework to support growth and development within an area over the next 30 years.  The Mangere-Otahuhu, Otara-Papatoetoe and Albert-Eden-Puketapapa plans are due to be reported back to the Planning Committee in September.

Future Development Strategy

The FDS will set the Council’s high-level vision for accommodating urban growth over the long term and spatially identify where that growth should happen.  Next report to the Planning Committee due in September 2022.  FDS to be completed in time to inform the 2024 Long Term Plan.

Auckland Parking Strategy

The draft strategy was released for consultation in April 2022.  Next report to the Planning Committee due in August 2022. 

Auckland Rapid Transit Plan

Draft plan to be submitted to the Planning Committee sometime in 2023.
